Perhaps HIV prep should be mandatory for sexually active people. Governments can use covid as the model. No prep? No work! No eating in restaurants! Or, no free treatment for AIDS if you develop it because you didn't take prep. AIDS is a preventable disease. Think of prep as an oral vaccine, and make it mandatory if you want to receive any public benefits. It's the only way to actually end AIDS
